I remember a comic I once read.

There was a city that tried its best to be happy. It did a lot of orwellian methods to keep people happy, but in the end the people never were. So the person in charge reset the city. Wiping everyone's memories back 3 years and started again as if nothing happened. The city reset again and again because no matter how the person in charge tried, the people were never happy with their current situation.

For anyone interested, it is a comic called Sluggy Freelance. Say goodbye to the next 4 months of your life as it will take you that long to get through the epic that is that comic.

Dude, as someone who reads that, you misread it big time. Dude didn't care about people being "happy", it was just a cover to force them to be "sedate". So that he could spend all his time on the dimensional fabric tearing itself to pieces. He reset it, sure, but he never tried anything new to make them happy, or anything. It was just a snooze button to make everyone fuck off for another few years while he worked.

Sluggy argument
I am with Atros. They hadn't cared about keeping everyone happy for decades. They drugged everyone to the gills to extend their time of compliance and when that failed froze them in time by fluxing them. The whole city was just a time looped distraction. Nobody in control had cared about the citizens in a very long time.
